My guess, someone told him young voters who voted for him...
...are turning against him and someone told him about it. And given his "transactional" nature, he think threatening them will bring them back. It won't.
He doesn't comprehend, younger generations are way more tech savy and would find ways around the ban. There is always a video somewhere that tells you how to get around something if you are willing to put in the effort.
