Officers, after confronting the individual and instructing them to leave the premises, became vocally combative and physically blocked access to certain areas while the individual collected personal belongings to leave the premises. Upon exiting the hotel room, with personal belongings in hand, officers grappled the individual and arrested them because their belongings made contact with one of the officers as they walked down the hallway. According to Mayor Roy, the officers tossed the individual’s belongings in the garbage following the arrest.
