Ironically, he was born in Venezuela, and was in prison in Venezuela when he was freed at Trump's request. This is the one true case of "they're not sending us their best", and it was someone Trump specially asked for.

Ortiz, a 17 year US military member who was court-martialed in 2015, wanted to kill a Madrid-based guy who had an affair with his then-wife. The guy wasn't in his law office when Ortiz went looking for him, so he killed 3 other people who worked there. Venezuela tried him for the crime themselves because their constitution forbids the extradition of Venezuelan-born citizens for trial in other countries. He was serving a 30 year sentence. The Trumpsters were aware of the situation.
