Destruction of Government Property

Is that a felony? A high crime or misdemeanor?

If the House ever is back in session, an impeachment resolution should be introduced.

Nope. That is a non-judicial action by Congress. It is the one thing that he cannot overturn if it happens. Nor can the Supreme Court. Impeachment is final. Sadly, it is also essentially impossible with this Congress.
