And if they try to bill the government, the Treasury can legitimately say that the work was never approved because there was no agency approval or budget authorization to approve any construction at the White House during the shutdown. The National Park Service, which manages the property, and the National Capital Planning Commission, which reviews construction on federal grounds, are both shut down. If the government never approved the work, how can the contractor demand payment from it?
