If it indeed turns out that this contractor

was required to have permits, asbestos testing etc. before doing this "work" then people should move aggressively to try and get the license for the contractor revoked. Additionally if that contractor has any licensed engineers that were a part of this their licenses should be challenged as well.

They know that permits and historical preservation reviews were required and they just don’t give a shit.

because this is supposedly a "non-government funded" job and so the bidding and procurement rules likely don't apply. Supposedly i9t is all private money. Now that in itself is murky enough and never should be allowed without great scrutiny beforehand but we know the kind of grift going on here.

are about taxpayer funded projects. There are many quasi-public projects that get done using donations and it is uncertain whether the strict normal rules apply. To be on the safe side reputable projects and leaders follow very open and transparent processes around such projects in order to show that there is no graft or corruption going on. But in this case neither the project nor the leaders are reputable.
