4. It is a monumental step to disobey a direct order

much easier to resign (if allowed) than take that step. I don't think an enlisted member can resign, resign to the brig maybe. Now there would be no protection as civilian whistleblowers MAY have. Big step in one's career.

And this situation is ambiguous enough to cause pause for taking that step.
