He says he wants to resume "nuclear" testing.

Like most cowards and bullies, he wants to try and scare and intimidate his opponent or "enemy".

He wants to send a message that he is "crazy" and will drop the bomb on them if they retaliate or offer any resistance.

They can read him like a book and it is a very short read.
