Filibuster protects the rights of minority ideas to be heard and considered. It is less divisive

than majority rule because it prevents marginal ideas from being passed into law. Not only 50% but 60% of legislators voted for it. Just like needing 2/3 to override a veto. Great ideas have a greater majority.
