and declare a "State of Emergency", use those "Emergency Powers" to make him even more of a dictator and upturn the coming mid-terms and, if he hasn't died of heart attack by 2028, run for a third term. He just needs to provoke enough incidents.

...are what started the Russian Revolution. The troops ordered to fire on the mobs had civilian clothes underneath and just melted into the protestors, with weapons in tow of course. All it takes is going one hair too far and the stuff hits the fan.
