Back in Trump 1.0, when Taylor was still working for that administration, he had occasion to go to Miller's office to discuss something. Stephen Miller, elected by no one, showed Taylor the huge stack of Executive Orders he had in a desk drawer for Trump to sign when he got 're-elected'. Reckon Stephen Miller was even more pissed than Trump about the 2020 results.

There's a reason Trump always has to reply 'I don't know...' when asked about executive orders, pardons, and most other things he's 'getting done'. Miller and others do all the research on how to get around laws and they do all the writing. Trump just gets to feel important by signing things he never read.
