Up to this point, it has been one Party blaming the other for the shutdown and the people spoke on election day. They blamed the Republicans more than the Democrats. They know they are going to pay much higher premiums for their health coverage or not have any coverage at all.
What happens if they don't vote on extending the healthcare subsidies? What if they have a vote and the Republicans vote to not extend the benefits? This would put them in quite a predicament before the next election, in my opinion.
How do they spin their way out of a vote they promised?

The shutdown was no longer serving any purpose. Even with the gov shutdown those extensions were going to expire anyway.
