Something about people bringing cattle up to Mexico from Central and South America (presumably on their way to US) and these animals are infected with screwworm, which then infected Mexican herds, and so the US had to stop importing Mexican cattle.

I didnt listen to what he actually said, so there might be more blatant stupidity involved.
