What the Democrats have to start planning for now

Next November the Democrats could take the House, the Senate or both. They must start planning now how to counter Trump in any of these eventualities.

All they can do if they get Congress is stop Trump. With him in the Oval Office, there is nothing they can pass.

His economic policies with the tariffs and immigration policies were not passed through congress, he just did it. If they win the House or the Senate in the midterms, it will give them a chance to show the voters they have a plan for improving their lives, even if they don't pass anything. Both parties have low approval ratings. The one that can convince voters that they can make a difference can become the dominant party.
