13. I don't think this is correct. The presidents usually used the East Room of the White House to give the awards.

I remember Biden and Obama celebrating the artists in the East Room. They would get the 'necklace' there. The actually Honors special of those nominees were held at the Kennedy Center. This is where they would have performances, etc.
