So it drives up the cost of farming, to farmers that he's bailing out. That makes perfect sense.

Trump imposes huge tariffs on foreign imports... US consumers pat the tariff.
In retaliation the countries around the world stop buy exports, especially agriculture products..
the tariffs collected ( from usa consumers ) is now distributed to the farmers hurt in the form of a bailout.
But, we can't have that... so Trump raises tariffs AGAIN on fertilizer ( a need input ) so the farmers are now paying the bailout money they used to start the next year planting season ( starting soon ). The farmers are stuck... if they simply don't plant, they don't need to pay the new prices for inputs... but then they also have no cash flow to make those payments on the tractors and other farm equipment. If they pay the higher prices... chances are the world will have moved on without USA grains... and they will have no place to sell their product come next fall... and therefore no positive cash flow to make the payments.
I would say something about leopards and faces... but it simply doesn't do enough to describe the entire scam / irony. Plus we will all have to pay more for many products we either need or got used to consuming ( cup of coffee anyone? ).
