With a lot of can't remember or vague answers.
So he knew he was lying.

Now I think he believes some of his lies.

It is also said that his aides lie to him on the regular to keep him calm.
So he is being told lies on top of the lies he tells himself.

They also keep him busy decorating or destroying the WH.
