No, he is not. Decimating the ACA is a win akin to Mitch McConnell stealing SCOTUS seats to abolish Roe. Once the Republicans get the smallest chance to obliterate one of their long-hated programs based on ideological (which are good for Americans) they will let nothing get in their way.

in both houses to at least continue the ACA subsidies for this coming year and also buy time to work on a better solution going forward. But we shall see ....
