I will try and answer your question honestly, don’t blame the messenger.
I lived and worked on a small Montana Rez for 8 years, the fact is some of the drug dealers are Mexican, they live with addicted Natives and sling their poison. On that Rez they were immune from Tribal jurisdiction and the Tribal police could only kick them off the Rez, they would just come back or send another dealer. They were immune from state and local police while on the boundaries of the Rez. And the Tribal did not get along at all with the local cops anyway

Fact is, the drug problem is much worse on my current Rez due to big city gangs like the Latin Kings. We just had another overdose this week, 19 year old, I work with her dad.
The Tribal police here are aligned with the sheriffs dept, this rural area is swimming in meth on and off the Rez

This hostage taking business is bullshit and won’t work to solve any problems MAGA is using it as an excuse as you said. Trump hates Natives, their casinos don’t go under

I still think on the whole that the tribes are right to keep DHS agents out.

A possible solution is that tribal police escort (and supervise) DHS on the reservation for singular arrests. That’s how ICE used to work tbh. They’d identify criminals and then pursue them instead of terrorizing entire communities
