2. Do we know that 100% of Ice agents are US citizens?

It seems like there have to be some Russians in the mix. Strong arming, assaulting, killing and the otherwise illegal treatment of citizens seems like something the only Russians would be capable of. If not on the ground, is the current Ice ground of thugs being trained by Russians. Without knowing who these people are it's impossible to know the Russian influence.
