Since ICE agents are receiving bonuses for apprehensions, they’ll make more money in Texas and Florida, which have many, many more undocumented aliens than Minnesota

It's true that there are many more in Texas and Florida. What they really want to do is terrorize a Democratic city and state to the point where they will capitulate to Trump's demands for state policy changes having nothing to do with immigration - like forking over voter data and repealing state laws protecting trans people and abortion. This is an invasion and occupation of a US state as if it were an enemy country, and it's to try to show absolute domination by the federal government as an example to other states.
