If they behaved like normal, properly trained law enforcement officers they wouldn't have to worry
about whether their identities were known. The city cops and county sheriffs wear visible badges with numbers and they don't wear masks. Even when they behave badly we are allowed to know who they are. It's the fact that ICE agents aren't easily identified that gives them that much more permission to behave like thugs.
