10 bullets in the back seems more like murder to me.
Each time the ICE-holes confront someone, they are very quick to draw their weapon and point it at the person/people near them. The constant threat of deadly force seems to indicate deliberate intent to shoot at the slightest provocation.
I'm not a professional concerning such things, but that seems to meet the requirements for second degree murder.
