Trump is so addled that he probably believes most of his own bullshit; he says things he wishes were true and decides to promote them as true to the point where he accepts them as fact. Vance, on the other hand, lies in cold blood. As a graduate of Yale Law he knows damn well that there's no such thing as absolute immunity for federal law enforcement but he said it anyway because the lie furthers the chosen narrative. Just like when he lied about Haitians eating pets in Springfield when he knew it was false and had been debunked. Vance just as soulless as his boss.
