Wasatch County GOP chairman David Nephi Johnson was arrested and charged with first-degree aggravated child abuse on Tuesday, according to a police press release and local KSL, KPCW, and ABC 4 Utah.
Johnson, the 54-year-old GOP chairman of Wasatch County, was booked at the Wasatch County Jail, according to the outlets, citing local police.
The Heber City Police Department said in a statement Tuesday that it arrested Johnson after receiving information alleging that a father had subjected his 16-year-old daughter to waterboarding as a form of punishment.
During the course of the investigation, detectives also learned that the juvenile had been backhanded on the torso, resulting in visible bruising, police added.

(13,981 posts)Johnson "grabbed the victim by the back of her neck and took her into the bathroom while the sink was filling with water. She disclosed that (Johnson) dunked her head under, brought it out, splashed water in her face, then dunked the victim's head under again.

(4,893 posts)Water-boarding as I understand it, was typically done by placing a towel over the victim's face, and pouring water over it which would simulate the sensation of drowning--- pushing someone's head under water isn't 'water-boarding', that's out and out drowning...
