I'd like to thank Iraq's government for refusing to extend amnesty for a further US troop presence

Without your determination, we wouldn't be able to celebrate the end of this war. We'd still be stuck in a "peace with honor" limbo.

I think for the sake of the generals there was a stated policy that we should stay, but the WH exerted no real pressure in that direction. If you can get what you want by doing nothing and let others take credit, that's a good way to go to.
