(135,425 posts)2. Well, it's not "amnesty" that was requested, it was a fairly standard SOFA agreement.
But whatever floats your boat.

I think for the sake of the generals there was a stated policy that we should stay, but the WH exerted no real pressure in that direction. If you can get what you want by doing nothing and let others take credit, that's a good way to go to.
