It looks like you left some words out.

That phrase is an old fashioned expression often used in legal/business communications, implying/presuming the reader’s compliance with the requested actions - often used in Past Due notices.

Currently, the phrased is used most commonly by geriatric narcissistic curmudgeons who have gained a glimmer of awareness of their impotence in making people do what they want.
