How does shooting uninvolved neighbors recruit support? I’m lost on this strategy.

Maybe you can change your post.

Obviously they weren't shooting at them so that should be retracted. Unless of course you think the inverse would also be true? If Israel shot missiles at Iran and Iran intercepted them and they fell on Israelis or Palestinians of course you wouldn't say that Israel was shooting at them would you? That would make no sense.
