Give preference to military veterans, whether or not they're a former felon (apparently another condition he had), or had been deemed mentally unstable (as in, a suicide attempt would or should trigger an evaluation process).
A sad story, in which a bunch of "stuff" is being thrown in to somehow absolve unregulated access to any gun, any time, for any reason as a significant contributer to the murder of 7 children and wounding of others.
