I've had that happen before. Usually nothing major, but get it checked out. I'm sure he has.

To me Jamie Raskin’s left eye looks to have what is called a subconjunctival Hemorrhage. It’s fairly common. Aggressive sneezing, coughing. Pregnant women might get this when giving birth from the “pushing” hard. Usually goes away in
7-10 days. Nothing to worry about.

Wife freaked out first time it happened to me, but you really don't feel anything. But my opthamologist said to always get it checked out just in case.

I have to have my eyes checked regularly now because I have a lesion on my left eye's retina that formed because of my long term severe myopia. I have to get shots in my eye to shrink it so it doesn't interfere with my vision. So I always have empathy for others with eye troubles.

I have a scratch on my cornea. When I was in college went to a party and an idiot decided to use the fire extinguisher and sprayed it in an ice bucket which caused ice chips to fly everywhere. One of them ended up in my eye scratching the cornea. That was painful.
