A "down payment to the nation for the bounty you've earned on our backs" levy.

They would barely feel it. Instead of shoveling bribes at the regime, they would just be putting the dollars directly into the nation's coffers.

He should be there right now for his theft and sale of our nation’s top secrets to Russia.
We executed 2 people for doing that in the 1950s (the Rosenbergs) and Robert Hansen
died @ that prison doing 16 life sentences. Unfortunately the SCOTUS ruled that laws
don’t apply to President Trump.

Btw since the ballroom will really be a bunker I can’t help but think about a famous fascist
and his bunker in Berlin in 1945.

EDIT TO ADD: Nobody has explained where they're going to park all the cars for 2,000 attendees at the White House!?! There's no place to park 1,000+ cars unless they start taking over land from the National Mall.

Then bill his sorry ass for cost of replacement.

This was done without formal approval or consent. This needs to be put into the pile of other shit he has done, fleeced, stolen, destroyed, etc.). When the time comes, and it will, freeze any/all assets (monetary, real property and anything else of value) and recover cost of reparations from that pool.

That would be separate from recovering all monies he (and his family) has stolen or otherwise illegally accumulated (see emoluments, contract fraud, bribery).

Maybe firing up a class-action lawsuit against him and his family brought by the citizens of the US would be possible. Not a lawyer, but this seems like something worth looking in to.
