There is going to come a day when the orange anus locks himself in his Ballroom bunker after setting loose his neo Nazi right wing nationalist Christian’s upon the American elections.
His slush funds and pardons will be for those whom he deems loyal to him. Regardless of what kind of violence they commit in the future he is demonstrating now his power to protect them from the consequences of their actions on his behalf.
There is more to come in this vein and as time goes by and we see the preparations for his coup of American democracy it will become obvious what he intends.
That is my conspiracy theory and I am sticking to it.
