(81,562 posts)~20 minutes of rain in NYC should not lead to complete infrastructure failure like this.
Kudos to the man who got out of his vehicle to help the folks in the submerged car on the Jackie Robinson Pkwy heading toward the Grand Central.

(172,906 posts)NOT TRUE!!!
When Sully landed that plane in the Hudson, it only took 24 minutes for HUNDREDS of New Yorkers come to their rescue.
Despite some shortcomings, it's still the greatest city in the world.

(27,348 posts)Almost every time some one, and usually a few have come to check on me. This was in my 40's, 50's and not the obvious gray-haired woman in my early 70s that I am now.

(85,369 posts)A lot of this is driven by climate change. There was a week timespan a few years ago where there was record breaking rain, twice!

(15,601 posts)Homes near the river destroyed, cars and people washed away, at least five people drowned in their cars or basement apartments, if I remember right.
Officials at the time were speculating a number of homeless were drowned and washed into the river by the flood current coming off the streetsand never found.
The water in those videos was at least 2 ft. deep at street level, and it looked fast. That's strong enough to drown you if you get pulled into the current and trapped under a car.

(5,950 posts)NYC's stormwater system is meant to handle about 1.75 inches of rain in an hour.
This was 2+ inches in 30 minutes. An unusual downpour but hardly a freak event, the system is undersized.

(21,039 posts)I would guess that the mayor of NYC it pretty busy right now. Maybe he'll have time to stroke some egos later on, when the flood has receeded.
Oh, and exactly why do you find this odd?

Last night's severe weather moved through NYC bringing heavy rain, gusty winds, and localized flooding.
NYCEM is coordinating across city government, as well as with our first responders and nonprofit partners. Together, they have been working through the night and into today to address conditions on the ground. We are also working closely with elected officials.
Our administration is fully mobilized to support impacted New Yorkers and to make sure every affected household, business, and nonprofit has a clear path to report damage and get help.
Report storm-related damage at http://reportdamage.nyc.gov and file 311 service request for specific conditions that need a City response: basement flooding, sewer backups, street flooding, downed trees, power outages, structural concerns, mold, or blocked catch basins.
We will be sharing more information and resources for storm recovery via Notify NYC. You can sign up by texting NOTIFYNYC to 692-692.
As we prepare for more rainfall this weekend, we encourage New Yorkers to visit http://nyc.gov/beready

In the hours and days after flash flooding, NYCEM offers the following tips from http://nyc.gov/beready
Stay out of flooded basements. Standing water near electrical equipment is life-threatening.
Do not walk or drive through standing water. Even after rain stops, flooded

(37,230 posts)my daughter lives there but I think she's been on set this week. I did go to the weather channel and they say the worst has gone through, and then there's a cool front coming in. They had a weird week w/the extreme heat and flooding.

That poor woman swept up like a rag doll. Hope she managed to survive.
