2. It was never designed to be a pool.

Extensive work was done during the Obama Administration to stabilize it and allow for the filtering of the muddy water from the tidal basin. Its a shallow reflecting pool. Which means the dark bottom allowed the reflections of the Washington Monument and Lincoln Memorial in the still water.
