What Steiner is operating with is a proposed rule found here

Now from what I understand , USPS is a part of the executive branch, but the Pisswig cannot direct it , it is constitutionally independent.
But it is mandated (rules etc) by Congress .
So I suspect , but I am not a lawyer , that the proposed rule has to be congressionally passed .

DU lawyers and Democracy Docket would know best .

Im just speculating
