6. All congress critters are hereby placed on permanent indefinite layoff.

7. SCOTUS is on notice pending a public referendum to determine if "we the people" think SCOTUS is too much layered overhead for value added.

8. Unemployment pay rate for all congress critters will also be determined pending a public referendum on the rate based on past performance.
