Other than a ban on imports (including ammo) which might drive prices up a bit, there isn't really much the President can do by himself without Congress.

And even then, the SCOTUS might intervene and reverse it...

...the President's options for gun control via Executive Order are very limited. As you mention, imports are a possibility as well as expansion of background checks. That's really about it.
