The sheriff here is constantly arresting welfare cheats: people who were working a low wage job while receiving welfare.

1. Might that be because "welfare" payments are barely , if that, subsistence funds?

The fact that these people went out to find any job makes that painfully obvious and shows they aren't lazy.
