Just have a question which is probably a stupid one, but

I look thru the 'LATEST THREADS' and find quite a few posts that appear to be duplicates through out the thread.
Why does this happen?

there are lots of rules and regs on DU. However, what you are referring to are "milestones", which are repeats of previous posts. You can turn them off on the "Latest Threads" page at the top where it says "default milestones". Turn it off and you won't be bothered by them when logged in.
