http://www.theblaze.com/stories/2012/11/12/true-story-cadre-of-clowns-disrupts-north-carolina-nazi-and-kkk-gathering/

Here’s a sentence you won’t read every day: Neo-Nazis and members of the Ku Klux Klan were upstaged during a Charlotte, North Carolina rally Saturday by a crowd of defiant clowns determined to drown out the white supremacist message.

WCNC says the counter-protesters outnumbered the white supremacists by a ratio of about 5 to 1, and that instead of shouting or chanting, they employed devices like squeaky toys and whistles to distract from the white supremacist rally. Somewhat surprisingly, none of the clowns were assaulted, and no arrests were made.

The Billionaires for Bush and the Yes Men are on the right track. Satire and ridicule are very powerful weapons.

through "search by image". If you put in the URL you get a list of pages that include matching images.

The one in the OP is a price winning shot by an AP photographer, from a G8 protest in Rostock, Germany

You can also search for "similar images" - apparently based on key words associated with your original image, with sometimes odd results, depending on the language you use. Whereas in English, the keywords are "clown protest", in German they are the name of the photographer and Google thinks that this image may be similar to the one in the OP:
