RIF is an acronym for "Reduction In Force".

McCain said that President Obama's plan to reduce the active troops in the Army and the Marine Corps was wrong because we always need "boots on the ground".
I wish I could find the YouTube of McCain whining about it to Kudlow, because it was the same classic garbage that I have come to expect from McCain, the most warmongering Senator of the United States in modern times.
But, I couldn't find it, or I would have put it up here.

H20 Man accomplished more in just 1 week to help Americans than McCain has ever done in his entire political career, both in the House and in the Senate.
