They may not survive, but they'll leave more then enough dead and wounded as well as damage! They'll be in Seoul just as the first US bombers are hitting Pyongyang.

The worst kind of animal is the kind you back into a corner...they have nothing to lose, so they do as much damage as they can before you can kill them.

Rattling sabers for attention is one thing. Pulling the trigger is the start of their going out of business sale. Doesn't mean that it won't happen or that they think they can come out on top in some fashion (believing their own rhetoric, perhaps) but, they have everything to lose as unlike the stateless actors we have seen over the last few decades, NK has a return address.

Either of those would be close. That said, I doubt they'll move dependents. It took them how long with Fuku?

Now if it looks like shit is about to hit the fan, won't be shocked if families leave on civilian flights.

And yes, Guam does have base housing.

North Korea has a missile capable of reaching US territories and maybe Hawaii. That's step one.

Step two is developing a miniaturized warhead small enough and light enough to be delivered on a missile. That's a huge step normally measured in years.
