So now, will it be the new NSA adviser, Susan Rice, replacing Tom Donilan, that is responsible for the continuance of the Patriot Act or not?

She is the new National Security Adviser, which only shares the same initials as the National Security Agency. The NSA is part of the Defense Department.
As far as continuing the Patriot Act, I think Congress has something to do with that.
