1. Define "spying"

If a cop watches me walk down the street, am I being "spied" upon?

2. like the recent stuff in the news

phone calls, computer stuff, email, etc. being monitored, and so on. For the poll purpose - a cop watching you is not spying, unless he is doing so with binoculars through your window, or something.
