What is FDA's policy on blood donations from men who have sex with other men?

Men who have had sex with other men (MSM), at any time since 1977 (the beginning of the AIDS epidemic in the United States) are currently deferred as blood donors. This is because MSM are, as a group, at increased risk for HIV, hepatitis B and certain other infections that can be transmitted by transfusion.

The gay male blood donor controversy refers to the dispute over prohibitions on donations of blood or tissue for organ transplants from gay and bisexual men. The restrictions target men who have sex with men (MSM), a classification of men who engage (or have engaged in the past) in sex with other men, regardless of whether they identify themselves as gay, bisexual, or otherwise. Opposition to the prohibition is most frequently addressed in terms of gay men. The MSM group, which includes gay men, is considered to be at high risk for HIV/AIDS since the AIDS pandemic was first identified in gay communities. MSM are also at high risk for some types of hepatitis and syphilis.... Critics of many of the bans claim these policies are not supported by medical science.[1]

A controversy instigated by the international LGBT community has accused a leading Russian TV anchor of homophobia and forced him to explain himself. Speaking about “burning hearts of gays,” the host was actually referring to regulations of America’s FDA.

Many LGBT-oriented internet communities worldwide were up in arms about Dmitry Kiselev, accusing him of saying gay people “should be banned from donating blood, sperm,” and that “their hearts, in case of an automobile accident, should be buried in the ground or burned as unsuitable for the continuation of life.”

Naturally, the LGBT community in Russia and - to a much greater degree - in the US, speculated that Kiselev was actually encouraging the Russian public to kill gays and burn their hearts.

The incident took place on April 4, 2012 when TV anchor and deputy director of leading government channel Russia 1 Dmitry Kiselev made a statement on his Historic Process show, in an edition dedicated to homosexual propaganda to minors in Russia.

During the program, Kiselev was advocating strict regulation of any same-sex activities among teenagers. One of the phrases he uttered in this show somehow suddenly came to the attention of the LGBT community in Russia and abroad more than a year later, becoming a black mark for the host.

A word for word translation of the ‘homophobic’ phrase should be as follows:

“I believe that imposing fines on gays for homosexual propaganda to minors is insufficient. They should be prohibited from donating blood, sperm and, in the case of a [fatal] road accident, their hearts should be either buried or cremated as unsuitable for the prolongation of anybody’s life,” Kiselev said.


In a recent interview to Izvestia daily Dmitry Kiselev has finally explained what he meant by the controversial phrase...

He pointed out that the Russian public actually failed to understand that in 2012 he was speaking about legal medical practices in the Russian Federation that unfortunately are still lagging behind internationally-recognized organ donation legislation.


“This is internationally-recognized practice and I called for nothing unusual. This is a norm in the US, Europe, Japan, in the Arab countries – practically everywhere, but not in Russia.”

Some countries have lifted their blanket bans on MSM donations of blood, and we're headed in that direction.

PLUS, if we had the political structure that Russia has currently when those bans were put in place here in the US, do you really doubt that we would have had an anti-homosexual pogrom? There were calls for tattooing HIV positive people so that they could be visibly identified by the general public. There were calls to quarantine gay men to "protect" the nation from them.

It didn't happen here during the height of the HIV crisis, but the current moves in Russia aren't motivated by HIV, they're purely anti-homosexual, PERIOD! This law against "propaganda" isn't about HIV at all. It's about banning homosexuals from claiming equality, or even saying "I'm gay and i'm OK!"

They go hand in hand, most times anyway, so it's not surprising to see an increase in both. I took a hiatus from DU for a while when I thought the situation had gotten really ugly a few years ago, only to find upon my return that the tolerance for misogyny and homophobia had gotten WORSE, not better. Does not bode well for the future of this board.

Ironically, this time is no different, the OP consists almost entirely of an RT article (which appears to some as her own writing). All she did was title the post. The rest is RT's apologia for homophobia. Had she actually explained her ill thought out view (probably that because the US was bad we shouldn't be attacking Russia; this view is easily demolished since the US is moving in a better direction while Russia is regressing).

A controversy instigated by the international LGBT community has accused a leading Russian TV anchor of homophobia and forced him to explain himself. Speaking about “burning hearts of gays,” the host was actually referring to regulations of America’s FDA.

During the program, Kiselev was advocating strict regulation of any same-sex activities among teenagers. One of the phrases he uttered in this show somehow suddenly came to the attention of the LGBT community in Russia and abroad more than a year later, becoming a black mark for the host.

A word for word translation of the ‘homophobic’ phrase should be as follows:

“I believe that imposing fines on gays for homosexual propaganda to minors is insufficient. They should be prohibited from donating blood, sperm and, in the case of a road accident, their hearts should be either buried or cremated as unsuitable for the prolongation of anybody’s life,” Kiselev said.

Some of their articles strike me as being relatively accurate but the one in question is horribly biased and sympathizes with Putin's homophobic stance. RT.com is another media organ for Putin, yes.

The first is my preference. It's "What do you want on your pizza?" The second is the word for word translation of what you wanted and it gets into a grammar construction that just doesn't seem right for ordering pizza to me.

Another thing is that pizza is a foreign word and you don't normally decline them, sometimes very common ones simply become part of the language and are treated like ordinary Russian words. I still don't like it, though. I think pizza should remain pizza.

I try to be the same way.

If it's the same person I think it is, he/she reflexively opposes those who speak badly of Russia or USSR or even North Korea. That's the main reason for this OP. Russia has been getting bashed a lot, rightly in my opinion, for their terribly homophobic culture and laws.

Last year a Russian TV personality/assistant deputy director at the russian state tv station said, on a talk show, that in his opinion, russia should have similar laws. Also a fact.

It is inconsistent to claim that the latter is the beginning of a new holocaust while ignoring the former.

I don't know why that is painful.

I got TS'd once and it was awful not to have any way to talk to my DU community.

over it's 2 separate issues. But she keeps accusing gay people of not caring about gay rights until Snowden. Even though gay people are on both sides of Snowden.

HPD hates me because I spied on the Russian military in MI in the 80s. Back when the US and USSR came close to nuclear war. Apparently I was supposed to be on Russia's side. So she started telling everybody that ex-MI people on DU weren't to be trusted. We're all evil or something.

Anyway, Putin has never left the KGB in his head. Brutality is nothing to him. What HPD doesn't understand is that Putin was never a communist. He was a killer who got placed in the right job. And he was smart enough to confine it to work most of the time.

Knowing that Bush 1 was CIA, I would have to say that was an inside joke. Anyone who has ever seen Putin's eyes in a serious situation comes away chilled. He has dead eyes.

What bothered me about it was that W shouldn't have joked like that in public. People thought he was serious. Half thought he was an idiot. Some got false hope from it. The rest tried to cover for him.

His entire presidency was spent saying and doing stupid things to push the boundaries as far as he could. On purpose. Our mistake on the left was to interpret that as stupidity. It was not. It was W thumbing his nose at everyone - his mommy and daddy, convention, rich uptight people, worried people, poor people, political people - anyone who tried to tell him he had to behave a certain way.

Who is living a nice life, having discovered he has some actual talent as a painter? W.
Who gets almost all the blame for the Iraq war, torture, and outing Plame? Cheney.
W was even smart enough not to tank the economy until he had one foot out the door so the economic bad times would be felt on the next president's watch. But, he had delivered what he needed to deliver to the power players during his eight years.

Honestly, I find W, Obama and Putin to be fascinating to dissect in terms of how they think and the roles they play and the moves they have made or will make. And in Putin's case, the pathology that defines his life.

That poster gave me so much hateful bullshit throughout 2011 that it really dragged me down. What a piece of work.

Doesn't surprise me, like another recent poster who was banned after returning (I think Fool Count) that that poster would think posting something homophobic in a way to deflect was a bad thing.

Have to hand it to them, though. They're consistent. Consistently on the wrong side of progressive issues (at one point defending publishing houses for "literary culture&quot , trashing open source education (or missing the point on it completely), and of course NK and now this... it's amazing to be so wrong so often.

It was playing off of this OP which was not as hyperbolic as the OP made it seem. Literally, quite literally, the holocaust was caused by deflection and diminishment and "it's not as bad as it seems" type of language. A shitload of SS were in on it then. The German people were aware of what was going on.

OP was more concerned that the anti-Russia gay oppression commentary is a "reaction to Snowden" when the reality is that if Snowden wasn't there we'd still be discussing it because the Olympics are there, too. So it's a big deal what they're doing and it merits discussion.

What wouldn't be happening is that Russia wouldn't be defended if Snowden didn't happen. Instead, we would rightly, as DUers, condemn this crap from the start and move on. The reason it's a big deal is that Snowden defenders think an attack on Russia, somehow, is an attack on Snowden. From my POV most of those denouncing Russia's anti-gay stuff are supporters of Snowden.

Others in that other thread claim the threat is overstated.

The reality is that activists are being directly impacted by the law, which is what it was designed to do, attack activists and render them neutered politically (forcing them to get more and more radicalized which will only justify even harder crackdowns).

The thing is that US laws are bad but they're getting better, in Russia they're getting worse, so while yes the US sucks for having bad laws, that shouldn't preclude us from denouncing it anywhere those laws exist, particularly if those laws are increasingly draconian.

I was on my phone when I saw the holocaust thread and it wasn't loading. I was like "Oh, we had some drama and this is a continuation! Awesome!" But then I went and read the holocaust thread and it was clear that the OP was misrepresenting the original thread which they're mocking.

The OP should've been banned for their comments in that other thread long before making this thread, to be honest.

Unfortunately Russia's homophobia is deflected here regularly by Snowden supporters, though they've toned it down as I'm sure some of them don't want their latent homophobia to be realized.
