When did we decide systemic violation of rights no big deal as long as not "intentional"?

@normative: When did we decide systemic violation of people's rights is no big deal as long as it's not "intentional"?

This isn't the standard by which the constitution works. Shame on DiFi and Rogers for pretending it is so.

Before that it was all the3 buck stops here and taking responsibility, in public anyhow. Then with Raygun, or maybe it was Nixon's pardon, we started making excuses for the upper classes and getting harsher with the proles.

JFK, MLK, Wallace, Bobby... Too many assassinations in that time frame to be coincidence of the rogue or lone gunman. Then Nixon. He shouldn't have been pardoned..but made an example of so that further Presidents wouldn't be tempted.

We should have nipped it in the bud. We "Moved Forward" just like after "9/11" and we see now what has happened with our NSA Surveillance state and undeclared wars.

In hindsight for those of us who remember those times.
