NSA collects 56,000 emails erroneously vs NSA scans 75% of Internet.

I am having a problem reconciling those two statements which give two completely different impressions.

1. It has to do with the disingenuous definition of "collect"

Collect to them means examined by a human analyst.

Of the gazillion e-mails that they scan mechanically, a small percent are collected for human inspection. Of those, 56,000 e-mails turn out to have been erroneously collected

The real question, and the missing data here, is how many of the e-mails turn out to have been correctly collected.

I'm willing to be that it's far, far fewer than 56,000. In other words, most of the collected emails are collected in error, i.e., false alarms.

Which independent arbiter told you they were "erroneous" as opposed to intentional ?
