Collect to them means examined by a human analyst.

Of the gazillion e-mails that they scan mechanically, a small percent are collected for human inspection. Of those, 56,000 e-mails turn out to have been erroneously collected

The real question, and the missing data here, is how many of the e-mails turn out to have been correctly collected.

I'm willing to be that it's far, far fewer than 56,000. In other words, most of the collected emails are collected in error, i.e., false alarms.

Which independent arbiter told you they were "erroneous" as opposed to intentional ?
