is for the President to offer humanitarian aid to rebels & supporters alike.
It is a way of showing he's seriously affected by the chemicals and hates killing....It might even embarrass the Syrian president.
And also announce that he/Kerry will meet to start negotiations and see what happens.
British PM Cameron is suffering no ill effects from showing his distain and hatred for the chemicals, but not showing disdain and hatred for the British Constitution, which he must honor by going the way the people who elected him wanted him to to choose.
