I voted no.

Boehner wouldn't allow for that. And they couldn't assembly a majority of the GOP caucus for a bill attempted to do such. The hawk/warmaniacs would on principle want a "clean" regime change bill, and the anti-war nationalists would not support the intervention regardless.
