Please help jar my memory

Has there ever been a piece of legislation voted in by an elected congress signed by an elected President challenged in the courts and upheld by the SCOTUS yet over and over challenged by the losing party. The same legislation being the major achievement of the President who is reelected and yet the losing party still challenges the legislation and then because the minority can't get it's way shuts down the government?

Is this democracy? Is this the way America should work?

Maybe we need to play hard ball. Shut down what Republicans love. Close the NSA, bring EVERY American service member home, close the airports in other words hurt the Republicans not just Americans.

as an act of terrorism? (If so, then arrest all the house repubs and put them in jail until tried and convicted)
